Qbby has the power to create more blocks around him, though the number he can create depends on the certain stage he is in. One costume can increase his box limit, the Wizard costume, but none can decrease it.

The same applies for the second installment in the series, except that Qbby can create two sets of boxes. The box limit now applies to both sets (not combined) as well.
